Samuel Landman was Solicitor and Secretary to the Zionist Organisation of the United Kingdom from 1917 to 1922. He wrote an essay on the origins of the Balfour Declaration, published in March 1936 as a pamphlet. The pamphlet is reproduced below, with links to a text form. Landman claims in this document that several attempts had been made to bring the USA into the World War by appealing to "influential Jewish opinion" but these had failed. It was determined that the only way to get the USA into the war on Britain's side was to secure the support of American Jewry. They achieved this with the promise of Allied support for a Jewish state in Palestine, in the form of the Balfour Declaration.
