Jews don't need directives to refrain from public statements damaging the interests of their own people. That's how they're raised from their youngest age. The idea of being surrounded and threatened by real and imaginary hostile anti-Semitic Goyim is at the core of their education. Moreover the realization that they could make much more money with fictitious stories of Treblinka gas chambers was not rocket science after WWII. And anyway, no secret supranational organization is needed to make hundreds of thousands of people throughout the world tell fictitious stories of alien abduction.
Indeed, it's a culture... No centralized authority giving orders in and coordinating everything in a bureaucratic way. That's why many gentiles are puzzled. They think when you say "Jews pursuit their collective interest (e.g. by promoting Holocaust stories), that there needs to be some central body issuing orders to everyone and that this then would be detected by 'gentile authorities' as proof for 'a conspiracy'... And since there is no such proof, there isn't a conspiracy and Jews don't pursuit there interest, but are just as individualistic as Northern Europeans are. Anyone working with Jews and knowing others that do knows that this isn't true at all (unless s/he's somewhat stupid of course). They are operate well organized, resolve conflicts in the group and pursuit individual and collective interest at the same time. There are collective bodies and they coordinate on a local, perhaps national level, but when they operate on a larger level, it is usually more in the fashion of pack behavior. They network well, realize the value of information, reputation and also time and speed of operations. They have a fairly good idea on how systems work as well... And how they can be manipulated. That gives them edge in business, but also within other organizations like parties, trade unions, universities, etc. Since they promote each other, they also make sure that their or people they like are put into key positions.
With more intelligent Gentiles that doesn't remain unnoticed of course. So they need to be either silenced or coopted. Turning "Anti-semitism" into a killer-phrase is highly useful in this... Damaging critics reputation, business, finances, social relations is very useful as well. That's why key people act like the tail is wagging the dog at times. The problem arises, when there is a larger mass of people that gets disgruntled and has a vision on how they think their society should work, different from Jews. They may of course consider to remove Jews from position of influence or from where they can cause damage in the future. And since the whole community is somehow networked in... the consequence is that the whole community has to be physically removed.
It really isn't obscure at all, it's actually common sense applied to some empirical and historical facts. Then one can easily understand what is happening and isn't puzzled, why "things went the wrong way".
