Police charged Rudolf after they found him about 4:06 a.m. on July 2 allegedly exercising at a park in Lower Windsor Township, according to charging documents.

So he knew it would likely be observed by others ... at 4:06 am?

If they don't have photos, the case will be very weak. Even then it seems that it would be a 3rd degree misdemeanor...

The fact that he was allegedly was observed at 4:06 in the morning, when most people are usually sleeping, indicates that Rudolf is being followed in watched with some remarkable effort.

When people talk about how much money have Germany paid to Israel so far, they have to start including these costs as well.

Lets say 2 persons per turn, 3 turns per day (8hours each), thats 6 people.
If we consider they have 2 free days a week then they need (at least) 8/10 persons.
According with http://www.salaryexplorer.com/ the average salary of a Police Officer in Germany is 3.405€
So:

3405€ x10 (police officers) x12 (months) = 408.600€
And im not even including vacations and christmas bonus (i dont know how thous are paid in Germany)

How many of these "dangerous people" do they have under 24 hours surveilance?
We are talking about millions of € per year... damn!
