False. What the respective leaders did speaks volumes on their real intent. Churchill ordered the deliberate bombing of residential areas as soon as he became Prime Minister while Hitler firmly forbade his bombers to target British civilians for months, even when the British bombers were deliberately killing German civilians night after night. Forbidding something is not being unable to do it, that's not intending to do it.
