Frederick E. Morgan

Lieutenant-General Sir Frederick Edgeworth Morgan KCB (5 February 1894 – 19 March 1967) was a British Army officer who fought in both world wars. He is best known as the Chief of Staff to the Supreme Allied Commander (COSSAC), the original planner of Operation Overlord.

Shortly before the outbreak of the Second World War in 1939, Morgan was promoted to brigadier and assumed command of the 1st Support Group of the 1st Armoured Division, which he led during the Battle of France. In May 1942 he was became a lieutenant-general and given command of the I Corps. Morgan's headquarters was designated Force 125, and given the task of dealing with a German thrust through Spain to Gibraltar that never occurred. In March 1943 he was appointed chief of staff to the Supreme Allied Commander (Designate), or COSSAC. As COSSAC he directed the planning for Operation Overlord. When General Dwight Eisenhower became Supreme Allied Commander, Major General Bedell Smith became chief of staff at Supreme Headquarters Allied Expeditionary Force (SHAEF), while Morgan became deputy chief of staff.

After the war, Morgan served as Chief of Operations for the United Nations Relief and Rehabilitation Administration (UNRRA) in Germany until his position in Germany was eliminated following publication of "off the record" comments concerning incompetence and corruption within UNRRA, including diverting the resources of UNRRA to the support of Zionist ambitions to further political ambitions.

In September 1945 Morgan became the Chief of Operations for the United Nations Relief and Rehabilitation Administration (UNRRA) in Germany. He applied his energy and planning skills to the problem of providing relief to millions of refugees and displaced persons in Europe in the wake of the war. However he became frustrated with the inefficiency of the United Nations organisation.[1]

Events in the British–Zionist conflict in the British Mandate for Palestine made Morgan feel conflicted between his role in assisting Jewish refugees at UNRRA, whom he regarded as special victims of the Nazis for being persecuted solely for their race, and supporting British policy as a British Army officer. In January 1946 he created an uproar by claiming at a press conference that there was a secret Zionist organisation that was attempting to facilitate an "exodus" of Jewish people from Europe to a new state in Palestine with Soviet encouragement.[1] He later wrote:

I had been able to piece together a reasonably comprehensive picture of the way in which the UNRRA set up was being most skilfully used to promote what was nothing less than a Zionist campaign of aggression in Palestine. A correspondent reported that Morgan made "casual observations based on what he saw ... but the controversial remarks were taken out of the context and put together by correspondents." [42] UNRRA expected that Morgan would offer his resignation but he did not do so.[41] An attempt to clarify his position "off the record" failed, and Morgan's position in Germany was eliminated by UNRRA Director Fiorello La Guardia.[43]

Morgan's statements caused a furore in the press, which portrayed them as anti-Semitic and distasteful.[43] However, Morgan's comments were factual, based on military intelligence.[44] It was reported at the time in Time magazine that: "Observers here [in Berlin] ... are positive of [Morgan's] sincerity, and know he had no intention of feeding the fires of anti-Semitic propaganda." Archibald MacLeish, a former Assistant Secretary of State for Public Affairs, stated that when the press had finished with Sir Frederick, "..the sum total effect was a lie and a disastrous and evil lie. This brings up the question of journalistic standards. In a world as closely integrated as this one is, the question must be asked: what is the standard of truth in journalism? When the journalist is dealing with an inflammatory subject and so reports it that verbally his story is true, but the overall effect is false, are the standards of truth satisfied?"

Zionism Again

We are interested, however, in the political role that these DP (Displaced Persons) camps played, and the simple fact of the matter is that the Jewish DP camps and other living quarters served as transit and military training camps for the invasion of Palestine.

The world had an opportunity to learn this fact as early as January 1946. As happens on occasion in "international organizations," the nominal head of the UNRRA (United Nations Relief and Rehabilitation Administration) operations in Germany, British General Sir Frederick E. Morgan, was his own man and not a Zionist stooge. While he had real control only over a part of the UNRRA German operations, he knew most of what was going on and made a public issue of it. At a press conference in Frankfurt, he charged that an organized Jewish group was sponsoring an exodus of Jews from Poland into the U.S. zone in Germany. He ridiculed "all the talk about pogroms within Poland," pointing out that Jews arriving in trainloads in Berlin were well fed, well dressed, and had plenty of money:

"They certainly do not look like a persecuted people. I believe that they have got a plan, a positive plan, to get out of Europe."

Morgan added that their money was to a great extent occupation marks, printed by the Russians. It may be recalled by the reader that one of the most spectacular acts of Soviet agent Harry Dexter White, whom we encountered in Chapter 3 (pp. 88, 122) as the boss of the U.S. Treasury's international operations, was his transmission to the Russians of the plates of the U.S. occupation currency.

Chaim Weizmann denounced Morgan's statement as "palpably anti-Semitic," and Rabbi Wise declared that it savored of Nazism at its worst and was reminiscent of the fraudulent Protocols of Zion. UNRRA headquarters in the U.S. announced that Morgan had been dismissed, but Morgan denied this. Wise, Henry Monsky (president of B'nai B'rth), and other prominent Jews then huddled with Lehman and "assured Governor Lehman that it was unwise under the circumstances to press the case against Morgan," since Morgan apparently had enough evidence to support his statement.

I've recently brought Frederick Morgan's 1961 autobiography Peace and War, a Soldier's Life, in which he goes into detail of how the UNRRA was essentially a Zionist tool, how Jews from East Europe were smuggled into post-war Germany, mainly the US Zone, to 'Jews Only' Displaced Persons camps, and were then evacuated to Palestine:

But all this and a hundred other puzzles of like nature were of the second order of difficulty when one was confronted with the affairs of Zion. For herein was not only an intolerably complicated political content involving the interest of every major nation but also a military content affecting primarily my own country. For the time being I was, on a temporary loan basis, the servant of forty-eight more or less United Nations, but my permanent status, so to speak, was that of a British General Officer of the Active List. There was every indication that U.N.R.R.A. was being used, more or less willingly, as a convenient agency for the promotion and sustenance of armed aggression by the forces of Zionism against the British garrison stationed in Palestine in fulfilment of the terms of the United Nations Mandate.

It was fair enough to say that the British members of the higher offices in the Administration cared for none of these things. Their main preoccupation was, understandably, in the matter of supply wherein lay their past experience and aptitudes. To procure the goods and move them was their business. "No politics" enable them, with no qualm of conscience, to devote, some said, up to 90 per cent of their effort to areas beyond the Iron Curtain. D.P.s and Refugees were to them a side issue that must not be allowed to become a nuisance.

But this was far from being the case in the quarters other than the British. In both the U.S.A. and U.S.S.R. there were interested parties quick to perceive that U.N.R.R.A. by the very nature of its constitution, its hasty composition, its lack of organization or discipline offered a hell-sent opportunity for all kinds of mischief to their own advantages, which differed widely from the proclaimed objectives of those pure-minded, high-souled philanthropists whose brain waves had brought it into being.

I was, I suppose I should say, unlucky, in that I had as it were grown up over the past few years in the general international situation that now in 1945, existed throughout Europe. I was, moreover, by virtue of my cloth and calling, in touch with the elaborate information-gathering network that had been built up through the war so recently ended, with the security organization, such of it that survived the disruptive forces of demobilization. Which enabled me to build up in my mind's eye a picture of events taking place around me that had little appeal.

All who had experienced it know the loneliness of high command even when, as in the orthodox case, one is surrounded by a trusting and trusty staff of all grades working in one's immediate support. Here and now there was nothing of the sort, hardly an individual whom one could trust with information of which one could trust with information of which one could not disclose to them, being uninitiated, the sources, or who could, if indeed they would, understand what was at stake. On the contrary, there were many in my immediate entourage who could not fail to be actively implicated in what was nothing short of a skilful campaign of anti-British aggression on the part of Zion aided and abetted by Russia.

My information told me that organised from U.N.R.R.A. offices in Warsaw there were two collecting centres in Poland for Jewish refugees from East Europe, at Lodz and Katowice. The refugees were transported to Berlin by rail or road and thence by similar means to Western Germany. The bulk of the traffic was by lorry convoy which arrived during darkness, the passengers mainly vanishing into the night. The convoys were said to be of American trucks driven by men in what looked to be American uniform. In the case of rail movement in many instances the passengers would dismount at wayside halts and disappear into the countryside. There were several U.N.R.R.A. camps exclusively for Jewish D.P.s and refugees of which it was never possible to get any accurate census. Their populations fluctuated by no perceptible system. These Jewish camps were, with one notable exception, in the U.S. Zone of occupation, one near Frankfurt, the rest near Munich. The one camp in the British Zone was near the site of the notorious Nazi horror camp at Belsen. This latter had been bulldozed out of existence as soon as its rescued survivors had been removed. The accommodation given to D.P.s and refugees consisted of first-class German army barracks as good as any in Europe but, of course, the name Belsen had tremendous propaganda value. When bogus complaint making play with the name became too insistent, offer was made by General Sir Gerald Templer, on behalf of the British C.-in-C., of any alternative housing the inmates of "Belsen" might care to select in all the British Zone. The offer was at once refused, was, moreover, distorted into an attempt to inflict further hardship on these unlucky people. So Belsen remained for years as a staging post on the Zionist migration route for years as a staging post on migration route and, further, was built up as the most efficient centre of every other form of illegal traffic with ramifications throughout Europe and many other parts of the world.

The camp at Zeilsheim, near Frankfurt, was skilfully used to reinforce points of Zionist propaganda of which the general object seemed to be to indicate to the world that those Jews who had survived the Nazi terror were being treated little, if any, better by western conquerors who were now doing their utmost best for all, including Jews. If the propaganda of the moment alleged that Jewish D.P.s were being overcrowded in their camps then inspection of Zeilsheim would be invited, when it would be found full to the roof-tops. If the cry was one of starvation, the cook-house of Zeilsheim would be found empty. If clothing were said to be short then the Zeilsheim population would be found shivering in rags. And so forth, with consummate skill.

Not only did one admire the skill of the Zionist propaganda campaign, but even more so the whole organization of the ceaseless movement of great numbers of these poor people across war-torn Germany, wherein legitimate movement was a highly problematical business, down into Austria into Italy and Yugoslavia for shipment, often in circumstances of terrifying danger, to Palestine.

The whole business was represented as being the spontaneous surge of a tortured and persecuted people towards their long-lost homeland. I fancy that, in reality, there were few among the travellers who, of their own free will, would have gone elsewhere then to the U.S.A. One could well appreciate the urgent desire of most of them to get out of Europe, those who did not command the resources to exploit the confusion in which that continent now lay, wide open to the "entrepreneur". But from my post of observation I was able to perceive, as I fancy few others were, something of the immense driving force at the back of this whole migration. At my own Headquarters, among the staffs of the "Voluntary Agencies" was that of the American Joint Distribution Committee, so called, in effect an important element of the Zionist general Staff for Europe. The personnel of this staff were of an outstanding competence that would have been remarkable even against a much less turgid background than that afforded by U.N.R.R.A.'s own employees. In the Jewish Camps there was an iron discipline exercised by men who have, I am certain, since made names for themselves on the Levantine battlefields where Israel has emerged as a military power out of all proportion to the number of its inhabitants. We of the West have tended to forget that Israel has a military history as remarkable as any. I met in the camps those who might well be lineal descendants of the Maccabees of old.

All of which put me in a position of inextricable difficulty. My task and that of U.N.R.R.A., as I saw it, was to care for D.P.s and Refugees temporarily in the camps in Germany pending repatriation. At the outset there was no question of the U.N.R.R.A. organizing any form of resettlement elsewhere than their homelands of those who for any good reason refused repatriation. It was logical therefore that the camps should be set up on a racial basis, Poles here, Balts there, Ukrainians elsewhere and so on. Was one therefore to conclude that Jews were to be regarded as a separate racial group? In my innocence I asked my chiefs the question that was continually being put to me, "What is U.N.R.R.A.'s attitude or policy in relation to Jewish problems?" There was none such. No politics. I was left therefore to sort out as best I could the enigma presented by the evolution of a system of welfare that should appeal equally to Jewish Americans, British Jews, Palestinians, Israelis as suitable to those who, up till now, had been Russians, Poles, Balts or citizens of other European countries. There was not, there never could be, there were those intended that there should not be, any solution.

Needless to say this whole confused picture did not disclose itself at once. It was built up as a result of my first weeks of experience in Germany during which, at every turn, new vistas of depressing confusion, incapacity and skulduggery came into sight.

In 1946, British General Sir Frederick Morgan, nominal head of UNRRA operations in Germany, at a press conference in Frankfurt, charged that an organized Jewish group was sponsoring an exodus of Jews from Poland into the U.S. zone of Germany. A demand was made for General Morgan's dismissal. This was not immediately effected, but he was fired in August, I946; and this was because he had exposed a state of affairs that was being concealed from the world. "The Jews, mainly Polish, were pouring into Western Germany from the East and passing through the UNRRA operated camps. In these camps many of them received military instruction, for the invasion of Palestine, from uniformed non-commissioned officers of the British and U.S. armies. Although it was the case that almost none wanted to go to Palestine but to the U.S., every means of forcing immigration to Palestine was employed. Summing up his association with UNRRA, General Morgan wrote in his memoirs (Peace and War, 1961): 'To serve such an outfit is beyond description'." (Butz).

But General Morgan was completely vindicated by a House of Commons Select Committee Report (H. M. Stationery Office, No. 190, Nov. 5, 1946) which said that "very large numbers of Jews, almost amounting to a second exodus, have been migrating from Eastern Europe to the American zones in Germany and Austria with the intention, in the majority of cases, of finally making their way to Palestine. It is clear that it is a highly organized movement, with ample funds and great influence behind it, but the Sub-Committee were unable to obtain any evidence who are the real instigators." A second corroboration came in the Report of a War Investigating Committee sent to Europe by the U.S. Senate; this said that heavy migration of Jews from Eastern Europe into the American Zone of Germany was "part of a carefully organized plan financed by special groups in the United States."

So now we know. Many Jews in Poland were evacuated by the Russians and by their own choice before and during the early part of the war, some died in camps from typhus etc and many hundreds of thousands more were forced out to invade Palestine after the war's end.

I will ask my father, who was in Palestine during '46 - '47 serving in such places as Netanya and Jerusalem and who saw many many ships full of eastern european jews arrive there, if he knows the country of origin for these ships.

Sure. The U.S. Displaced Persons camps were quickly turned into Zionist transit camps to Palestine for Jews from every part of Europe, including the Jews under Soviet administration at that time, while Zionist leaders were intensively pressuring Britain's leaders for the opening of Palestine's gates.

Nice job Hermod! What an interesting thread. I never knew about this. Never new of Fred Morgan. I've never heard people talk of him when wondering where the Jews of Europe went to.

That's impressive that Butz mentioned Fred Morgan in his early book.

The last JTA message above, essentially makes the boast that what Fred Morgan was saying was true, except here talking about a couple years later. It's not a stretch to figure that the Joint Distribution Committee was doing the same thing when Fred Morgan was involved and made his "anti-semitic allegations".

Prof. Douglas details how trainloads of Jews were arriving in Occupied Germany from Poland in 1946, bearing falsified-papers identifying them as Germans (who were then being forcibly expelled from the newly-acquired Polish territory under plans formalised in late 1945)

Major Frederick Boothby, commander of the British Liaison Team at Kaławsk (today’s Węgliniec), a railhead seven miles east of the new Polish-German frontier, eyed expellee train No. 165, as it pulled up to the platform on the evening of May 18, 1946, with considerable suspicion. The first curious thing he noticed was the unusually large quantity of personal effects, including “everything from commodes to double beds,” that the expellees had been permitted to take with them. In contrast to most Germans arriving from Poland, they were without exception well nourished and adequately clothed. Furthermore, practically all of them appeared to be Jewish. Lacking the facilities to examine the documents of all 1,572 people on board, he sent the train onward to its destination with a request that the authorities at the point of arrival check it and its passengers carefully.[1] The British Army contingent at the Marienthal transit camp in Lower Saxony, who did so, found that Major Boothby’s reservations were amply justified. By the time it reached Marienthal the train had acquired an additional 456 passengers, presumably placed on board somewhere between Kaławsk and the frontier. The supposed expellees were accompanied by a thirty-four-year-old man named Günther Sternberg from Wrocław, who wore a homemade UNRRA arm-band and whose identity papers, purporting to have been issued by a “Captain Baker, Royal Signals, U.S. Army,” gave the camp authorities still more reason to question his bona fides. Field Security officers promptly placed Sternberg under arrest, but persuading the “expellees” to leave the train proved a far more difficult matter. All of them appeared “surprised to learn on arrival that they were going to be treated as refugees” and refused to cooperate. In the end, for the first time in Marienthal’s history it was necessary to call out a company of the Yorkshire and Lancashire Regiment to induce them to obey orders. Sternberg, under interrogation, acknowledged having forged identity papers for 180 of his charges, and having sold them seats on the train in Warsaw at a rate of five to six hundred dollars per head. The final piece of the puzzle fell into place the following morning when a Dr. Sanek of the American Jewish Joint Distribution Committee, a New York–based relief and emigration agency, put in an appearance. He explained that he had made arrangements with the American authorities for the passengers, Polish Jews, to proceed southward to Oberammergau in the U.S. zone and thence to Palestine. A freight ticket was produced showing that the train had been chartered in Poland for a fee of RM 26,152 ($2,600), which also had paid for its complement of Polish Army guards. Unable or unwilling to pursue the matter further with thousands of additional expellees following hot on train No. 165’s heels, the Marienthal officers passed the émigrés along the line and released Sternberg to continue his journey to the U.S. zone.[2] Nine weeks later, the American authorities reported that they knew nothing of the train or its passengers, and had granted them no facilities to travel to the U.S. zone or anywhere else.[3]

This intersection of expulsion and entrepreneurialism was in no respect extraordinary. Indeed, just seven weeks later, another “train No. 165”—a number seemingly particularly favored by people-smugglers—arrived at Marienthal. This transport contained seventeen hundred passengers, all of whom carried documents identifying them as expellee German Jews from the Recovered Territories and visas authorizing them to travel onward from Le Havre in France to the United States. Once again, British suspicions were raised. Major-General G. W. E. J. (Bobby) Erskine of the Office of the Deputy Military Governor had already received reports that Polish authorities, whose anti-Semitism remained unaffected by the Holocaust, were solving their remaining Jewish problem by providing Polish Jews with papers describing their nationality as German, as an inducement to leave the country for good. The camp staff at Marienthal interviewed a cross-section of the passengers and found that “practically everyone had paid the sum of 30 U.S. dollars for the passage on this train.” Once again, however, the new arrivals were sent onward for processing “as nothing could be proved that they were not genuine German [expellees] although there is good reason to believe that many of the papers were forged.”[4]

Prof. Douglas details how trainloads of Jews were arriving in Occupied Germany from Poland in 1946, bearing falsified-papers identifying them as Germans (who were then being forcibly expelled from the newly-acquired Polish territory under plans formalised in late 1945)

Major Frederick Boothby, commander of the British Liaison Team at Kaławsk (today’s Węgliniec), a railhead seven miles east of the new Polish-German frontier, eyed expellee train No. 165, as it pulled up to the platform on the evening of May 18, 1946, with considerable suspicion. The first curious thing he noticed was the unusually large quantity of personal effects, including “everything from commodes to double beds,” that the expellees had been permitted to take with them. In contrast to most Germans arriving from Poland, they were without exception well nourished and adequately clothed. Furthermore, practically all of them appeared to be Jewish. Lacking the facilities to examine the documents of all 1,572 people on board, he sent the train onward to its destination with a request that the authorities at the point of arrival check it and its passengers carefully.[1] The British Army contingent at the Marienthal transit camp in Lower Saxony, who did so, found that Major Boothby’s reservations were amply justified. By the time it reached Marienthal the train had acquired an additional 456 passengers, presumably placed on board somewhere between Kaławsk and the frontier. The supposed expellees were accompanied by a thirty-four-year-old man named Günther Sternberg from Wrocław, who wore a homemade UNRRA arm-band and whose identity papers, purporting to have been issued by a “Captain Baker, Royal Signals, U.S. Army,” gave the camp authorities still more reason to question his bona fides. I guess regarding representatives of the World Zionist Congress - maybe the Elders of Zion Stephen Wise and Nahum Goldmann themselves - visiting Eastern Europe in late 1945 as more than a coincidence in this episode, is antisemitic, even if that makes more sense than an alleged antisemitism on the part of the leaders of Jewish-led post-war Poland...

Rifking's position as an adviser to the U.S. army was perfect to make as many Jews as possible enter the U.S. occupation zone in Germany (so turning the U.S. DP camps into Zionist transit camps for the coming mass transfer of Jews from Europe to Palestine) and also to promote the 2nd Exodus as the only humane & practical solution to the Jewish problem in Europe. And that's what he did...

NEW YORK (Oct. 28)

Judge Simon H. Rifkind, Zionist Organization of America leader and former advisor on Jewish affairs to AMG in Germany, declared at a dinner last night tendered in honor of Edward J. Flynn, Democratic leader of the Bronx, N.Y., that “American Zionists are now, always have been and ever will be loyal Americans.”

The judge added that “American Zionists owe no allegiance to the state of Israel. Because we love America and cherish it as our home, we desire to secure the blessings of a home for our fellow Jews everywhere.” Other speakers who paid tribute to Mr. Flynn for his support of the Zionist cause included Daniel Frisch, Z.O.A. president.
