The truth about the "Marshall plan"

The author uses the rather strong title: "Marshall plan hoax". The aid given to Germany was not actually a hoax, but the following points apply, according to the article:

-The assets taken from Germany under occupation totaled 200 times the amount given in aid.

-Despite being the most damaged country in Europe, with the largest population next to Russia, Germany received only a quarter more aid then the Netherlands, and less aid that the U.K, France and Italy.

- Germans were the only ones who had to pay it back.

-During the time the aid was paid out, the occupation expenses totaled 9 times the aid given to Germany.

-If the war damages and dismantling of Germany had not taken place, economic growth aproximately 100 times the worth of the aid would have taken place.

Such estimates are always a bit traffic. And I think clarification is necessary. At what prices does he set the damages?

Concerning the Marshal plan. I heard this was some loan given to Germany they had to pay back anyway.
